QoL: Action bar formatting and configuration

Describe the new feature.

Moving many things from chat to the action bar is possible- ability cooldown, kill streak, etc. In chat, these are formatted nicely, however when placed into the action bar they have no formatting. It would be nice if the formatting could be preserved.

Also, it would be nice if the user could configure how long the messages are displayed in the action bar. This could be placed right below the announcement configuration options.

i think the key problem is how many messages are displayed at a time, not how long it displays. currently, move things to action bar basiclly equates u dont rlly care abt them. but support mutiple messages in action bar would takes a long time, u know the reason btw, in my opinion, action bar acts like "i wanna see them, but i dont want them bother me, spam in my chat or notify me as title"

For me, I care about the messages but don't want them clogging chat. I'd prefer if they stayed long enough to look at, since many times I can't even read the message before it disappears. Having it stay long enough to read would be nice. Maybe like 3 seconds?

If you aren't willing to add this simple QoL feature I might be willing to make a PR.
