/skull & /skin skull command

• [ ] multiple utility commands: get, give, set, update
• [ ] add messages to locale
• [ ] error handeling
• [ ] return feedback if inventory was full to bungee
• [ ] click on the skull to apply the skull
• [ ] a way to update the skull
