Add a GitHub action that creates a new Release when new tag is pushed.

The release should:

  • [ ] Attach the built RBZ as an artifact.
  • [ ] Have some means of including notable changes for the release. This doesn't necessarily reflect each commit message. Maybe keep a Markdown document and extract info from there?
