Audio rules should apply to (some) non-rendered `<audio>` elements.

Non-rendered <audio> elements still play (notably if they have an autoplay attribute) and should therefore be applicable. See, for example, https://www.w3.org/WAI/standards-guidelines/act/rules/2eb176/proposed/#failed-example-4

Simultaneously, <audio> without control should not be rendered by the UA style sheet: https://html.spec.whatwg.org/multipage/rendering.html#embedded-content-rendering-rules
