Audio rules should maybe apply to non-rendered elements

Rules target <audio> with accessible play button, which can be the case for non-rendered <audio> with some JS linking both. Since the applicability already contains a play-button question, this was maybe the intention of it 🤔

Needs to figure out a bit more what happens with this question. It might be that we should apply the rules also to non-rendered elements.
