Facing issue with build for mssql developer 2017

Facing an error while trying to setup sitecore 9.3 on docker container

Failed: docker image build –memory 4GB –build-arg BASE_IMAGE=mcr.microsoft.com/windows/servercore:ltsc2019 –tag ‘mssql-developer:2017-windowsservercore-1909'

It's been a year so I assume you either solved it or moved on.

For those who come in the future, I encountered it too and the solution was to go to the Docker Engine and add the Google DNS to the config:
