Upgrade SUGCON Sites to Latest version of JSS

The SUGCON Sites haven't had their JSS version updated for a long time, they're still running on v21.5.3

It would be good to move them to latest version of JSS, currently v22.9.0, so that it's simpler to move them to the Content SDK at a later date if required.
