Change XM Cloud CI-CD to use Promote instead of a new Build

Investigate whether using promote is appropriate to use instead of performing a fresh deployment for production to improve performance.

Some things to check

  • Improved deployment speed
  • Ensure PostActions are correctly triggered after promotion (Index & Publish)

The deployment ID is now being returned from the deploy command, this is now unblocked
