Sending a mail when MVP Application is submitted

It is a good way to know that my MVP Application is submitted successfully and get a confirmation in the email.

Currently, it is not sending any emails. I need to log in to the Application to confirm. But the Application is not available after the end date.

There should be an email sent to the person whenever there is a change in the status of the Application. It can be limited to Submitte & Revoke.

@IvanLieckens - Feels like this should be moved to the API repo and handled on that side?
