Deployment will fail if Marketing Automation Service is Running

Add step to deployment scripts that toggles the Marketing Automation service off and then on so the assembly can be copied to xConnect MA service.

If there is a smarter way, then great!

@scottmulligan what I started doing is running ma.exe as console app in development and set the service to "disabled". Gets the job done but only works in development.
