Implement AlwaysOn mode

Implement AlwaysOn mode for certain instances:

  • Option 1 - for all instances you ran today
  • Option 2 - for selected instances, using button to run on or off this mode

SIM will keep an eye on these instances and make keepalive request for those that are shutting down.
