Just ran npm install and then ng serve

I tried with node v13.* and I got the same error. I changed version $ nvm use v8 so I successfully installed all package with $ npm install

In order to serve it with angular I personally use:

Angular CLI: 8.3.25 Node: 13.9.0 Angular: 8.2.14
