Investigation - EVM RPC Websocket Exporter

Rationale

We need to look into an open-source Prometheus exporter for monitoring EVM nodes via websockets to answer the following questions:

• Can this be leveraged in PANIC?
• What are the benefits/disadvantages when compared to our current setup for the monitoring of EVM compatible nodes (RPC endpoint)?
• List of components effected and how.
