Possible Bug: Widget Can Not Approach Bottom Of Home Screen

The sun time widget can not be placed any lower, despite app icons being able to go beneath it.

For reference, I'm trying to recreate my normal home layout, like this:

if you long press the widget, where are the borders shown?

can you move icons at the wanted spots? Isnt the place blocked by some invisible icons?

Nope, icons can go there no issue as stated before. It's super weird.
