Feature request: Vietnamese language support

If you have any questions, I'm willing to help in my ability. There are 2 main ways to encode Vietnamese: Telex and VNI. I personally use Telex, but please implement whatever you feel comfortable with.

Hi, i'm currently trying Vietnamese now. The keyboard lacks of " ă " character, combined by inputting " a " and "w" in telex. I also found a bug of typing english word in Vietnamese language, happened in the past when unicode was not matured enough. The gboard works fine and there was an app called "GoTiengViet 3.2.2, kynam.ime.gotiengviet" that i used in the past when gboard doesn't support Vietnamese language, you can take it as reference. I'm now messing with my own qinboard's fork so i can support with the dictionary if you need.
