Display of static WEBP on recent versions

On Android 8.1, using Gallery 324 6.16.5 (latest 6.16) to Gallery 391 6.26.10 (current as of 2023.06.15) do not display all static WEBPs. I have tested this using a mix of FOSS and Proprietary variants from GitHub.

Most WEBPs I have are made with Android Photo Editor 7 series (https://github.com/dev-macgyver/PhotoEditor).

Some WEBPs are grayed-out. Some WEBPs at Quality 100 display OK. Gallery 318 6.15.6 (latest 6.15 from GitHub) displays all WEBPs OK.

please attach a sample file that doesnt appear in the gallery
