Send-to import does not honour timezone

Hello,

I just imported an event with the following times:

DTSTART;TZID=W. Europe Standard Time:20190205T180000
DTEND;TZID=W. Europe Standard Time:20190205T190000

However, my calendar is currently in another timezone, and instead of honouring TZID, the event was created at 18:00 local time.

Isn't this a duplicate (or actually was duplicated by) #1249 ?
