Why / Balance

Several of the categories in the uplink are currently undescriptive or are not accurate. Misc, Utility and Tools do very little to explain what they contain, and Bundles is inconsistently enforced.

Technical details

Just changed names and categories around, no other balance changes. Reordered uplink_catalog.yml to work with the new categories.
