add application.properties file in cli module to fix gradlew tasks cmd

The command ./gradlew tasks currently fails due to the missing file - cli/src/main/resources/application.properties. This PR adds the file to fix same

We noticed that you recently checked out our cloud android build platform - Dashwave. This PR will allow the configuration step to complete successfully which would allow it to detect the supported modules and variants. You can then connect your dashwave project to your local project to accelerate your development and collaborate using sharing emulation links.
