Lib: support `ImplicitUsings`

The source package includes: https://github.com/SimonCropp/Polyfill/blob/5168b2694414701125457937e704199f93a3aaa4/src/Polyfill/Polyfill.cs#L3

PolyfillLib can provide the same. Modeled on Verify's props and csproj.

u need to create a new props file and include it in the nuget.

adding it to the csproj wont propagate to the nuget
