Adds temporary change to incorporate RS9116 UULP wake up fix

Problem / Feature

What is being fixed? What is the feature being added? Examples:

  • RS9116 UULP wake up is not working with 10ms timeout causing error -43 after device reboot.

Change overview

Temporary change to increase timeout from 10ms to 100ms for UULP wake up.

Testing

Manually tested, by commissioning the device, then rebooting it. The device shows improvement, but ping losses can be seen in sleepy applications.
