Add a setting to add shell commands to the command palette

I know Templater isn't supposed to be for running shell commands, but it does support adding shell commands in the settings and calling them with functions. I currently put the functions by themselves in notes and add hotkeys for them, but I'd prefer if I could run them without doing that. There should a setting under "User System Command Functions" like this: "Add shell commands to Obsidian commands, they will show up in the command palette and the Obsidian hotkey menu"
