Investigate independent Signbank video application

During a Skype meeting today with @ocrasborn , @vanlummelhuizen and @henrinie , @stevecassidy reminded us of his separate video application that could potentially be used by all Signbanks, as the video requirements of all Signbanks are roughly equal.

Upsides:

1. All video related improvements made by others will be immediately available to us.
2. All video related improvements made by us are easily available to sign language researchers around the world.
3. Improves collaboration and international awareness, which might lead to more of the previous two upsides :).

Downsides:

1. It takes an unknown amount of time to replace our own current video system with the new one.

The goal of this issue is to investigate how down this downside is.
