Server 2022 vfpctrl breaking change

Describe the bug Because of a breaking change in vfpctrl.exe an alternative solution needs to be found for server 2022 in case that Microsoft decides not to fix the issue. The change is affecting only vfpctrl.exe: C:\Windows\System32\vfpctrl.exe /port 28CB2C4D-E6CD-4B33-BA7B-4199ABB6EE13 /layer VNET_PA_ROUTE_LAYER /group VNET_GROUP_PA_ROUTE_IPV4_OUT /add-rule-ex "PA_ROUTE_k2s_1 PA_ROUTE_k2s_1 * * * 172.19.1.0/24 * 128 * 200 transpose ,0/,0 modify 00-00-00-00-00-00 00-15-5D-11-10-3D" Destination IP : ERROR: failed to execute add-rule-ex Error (87): The parameter is incorrect. New rules cannot be added anymore. A ticket for Server 2022 for Microsoft is on its way.

With this issue alternative solutions needs to be found.
