[addons] New addon autoscaling

A new addon autoscaling shall be added. The addon shall use the open source project: KEDA

Use Case behind: different applications would like to use auto scaling based on different metrics of different sources. For this there are already many scalers available: https://keda.sh/docs/2.13/scalers/

In addition please provide examples in the documentation of the addon for CPU, memory and a custom resource use case.
