WAVEGUIDES.XML, better checking

several edX course students use the wrong waveguide type, e.g. TE strip waveguide for a TM circuit.

  • add parameters to WAVEGUIDES.XML: wavelength, polarization
  • add to Waveguide PCell these parameters (or the of the waveguide from WAVEGUIDES.XML).
  • Add Verification check: extract the netlist using the opt_in label, and find the grating coupler type (polarization, wavelength). Check that the correct waveguide is connected.
