Header improvements

Update the main page layout to add a header and help dropdown.

Header:

  • Logo
  • Name of project, which should be a clickable link.

Help dropdown:

  • About (popup with version info?)
  • How to play (could link to rules for now; in the future could be a custom page)
  • Report an issue (link to GitHub new issue page)
