feat: Show list of ignored gems

This PR addresses #1347 which aims to show a message when trying to run tapioca gem on a ignored gem.

I have added a skipped gems property to the cli.

I haven't added any tests yet. Im more than happy to. I think covering getting output for installing a skipped gem specifically may be beneficial.

I will attach screenshots for a first cut.
