Tapioca init: A tutorial

Motivation

My hypothesis is that users usually follow sorbet.org tutorial which tells them to run tapioca init but doesn't require them to go through the tapioca README. As a result users aren't aware of tapioca's features and this hinders their ability to resolve some type checking errors.

An interactive tutorial can give teach them about tapioca and they can learn which command to run to fix certain errors.
