Add configuration validation for Semian

Currently, you can put whatever values you wish for a circuit breaker. You can set values that would cause the circuit to never open, etc.

We should add configuration validation to make sure configured semians are effective. This would mean crashing if they're not effective, and accordingly, this should be a major version bump
