Action in ActionMenu should use Rollup component instead of merging into an existing group

Feature request summary

Please add a prop option to rollup extra groups and actions into a rollup action instead of into an existing group. This should carry through to all other components that use the ActionMenu component, especially Page.

Rationale

Currently when the page is too narrow to display all actions and groups, they are folded into the last group, if one exists, with secondary actions mixed into the group actions This creates confusion, since groups are often context dependent and seeing secondary actions inside a group dropdown breaks the action hierarchy.
