Cost Reduction and Blood Magic

I was doing a run and I received Mummified Hand, and I also had the Mummified hand. However, whenever I would decrease a card to 0 cost it would make me pay the price in HP, or any other cost reduction would reset or make me pay in HP.

Blood Magic also doesn't work in conjunction with blood points, which makes very little sense.
