Improve QA Process Standard

• [ ] Create intro / purpose section for standard
• [ ] Link to the example QA project: https://github.com/Shift3/qa-process-example
• [ ] Create a template for Sprint Issue creation
• [ ] Create a quick checkoff list or project board setup
• [ ] Add color codes to labels
• [ ] Link to Acceptance Test doc where referenced.
• [ ] Provide project board automation recommendations. Most important is for pending column to be configure as todo so issues are added automatically.
• [ ] #qa-cohort team must be added to the project with write permission. Triage is insufficient as it will not allow the cohort to add their Issues to the QA Project Board.
