[Bug]: Photo Upload Limit Seems Inconsistent

What happened?

Steps to reproduce:

  1. Create New or Edit Asset/Location.
  2. Select Upload for Photo.
  3. Select photo that is under 4mb (according to device info)
  4. Will not upload
  5. Refresh page
  6. Try same photo
  7. Works this time

What is the expected behaviour?

If photo is under 4mb, it should upload

Chrome, Safari

Cannot recreate so far. I have requested some more info and the image it was tested with via discord.
