Burn c% of transactions from the sender's address or contract address
I would say sender's address. Again, if I send you 100 tokens, the c% fee on burning applies to my transaction and no one else. Also bear in mind that the contract may have 0 tokens if the owner transfer all the tokens to his wallet and distribute them from there (default behaviour implemented in this contract).
It looks weird, where there would be two transactions coming out of the sender's wallet.
