If senders still hold tokens, then yes, I believe that it should be the case. The calculation should be based on he got left after the transaction. So, let's say I send you 100 tokens out of my total of 1000. After the transaction, I will still have 900 tokens left and therefore I should get a reward for holding them. That's how I see it...
