helloooo, solution: open sb2 in scratch 3, download as sb3, htmlify-it, and tadaaaa

You can load the SB2 Or SB1 File in Scratch Online Editor or Scratch Desktop where them supports all Scratch Files (SB3, SB2, SB1) then next save them in another location!
