game launching with mods but no dlc or and offline(no unlocks)

I play wh3 on a nonsteam platform but was able to get the mods from steamcmd. However following outlining the paths to the game and mods it would only launch the base game with mods. When the game launched normally it would recognize the dlc and be online with unlocks.
