Having trouble with mod priorities

In version 1.x.x, I remember that this manager was the same as CA's, with the upper mod covering the lower one. Is this logic modified in version 2.x.x? Because the order of my translated mod was 1 and the order of the original mod was 2, the translation did not take effect. After I reversed the order of the two, it took effect.

Maybe found a problem? The order in the all mods page is different from the order in the enabled mods. Even if I drag in the enabled mods, it seems that the overwriting logic of the mod is according to the order in the all mods page.

Maybe it's a problem with preset, it seems that preset is still using the entire mod list. Since we are using this "enabled mods" list now, the preset should save the "enabled mods" and sorting, right?
