Screen recording audio is linked to system's master volume and it's too quiet

I've been using my Windows 11 desktop with master volume set to 35. When I record the screen (video), the audio is too quiet. When I set the master volume fader to 100 and then screen record, the audio is fine and loud enough.

I am using embedded virtual-audio-capturer to capture the sounds from desktop. Is this intended feature? I know I can use -filter:a "volume=3.0" in custom ffmpeg option to increase the recording volume.
