Time to start recording is not consistent

The Start button changes to Stop when the timer finishes, but then there's like 1-2s of delay before actually starting recording. Setting "start recording after" doesn't resolve this - I thought it would. This combined with #7509 makes the experience pretty painful, because you can't actually determine when recording starts.
