[Suggestion]: Truly fortunate enchantment

Hello Great mod. I would like to suggest adding a masterwork enchantment based on fortune that would set amout of drops from ores to a minimum but for each level of the enchantment add +1 to drops. Would be incompatible with fortune and silk touch. the idea behind this is to add certainty to the number of drops.
