Restart the browser once that CSS is in there. I just tested it again and it works fine so I don't know what to say. 
Open the FF dev tools(Ctrl+Alt+Shift+I) and add it in there to see if its just a filesystem oddity or some other CSS rule is interfering with it.
type userChrome in the top-left filter box of that dev tools window there, and select the file, then add the CSS into it like how my screenshot was.
