I'm also a bit skeptical of Balm being the issue? We've had it on our server forever; no issues with plantations I wonder if that part is a red herring
As another datapoint, our 1.20.1 modpack also has balm, cupboard, and waystones (latest versions) and has no plantation problem (we do not have brutal bosses) So there might be other...
In my initial examples though, there was a path that was almost as short. Or they were spiraling where they didn't need to go So there are likely multiple potential...
Ah, cool! I just updated our modpack and server, if I get time I'll go remove the babyproofing and watch em a while :D
Garbage items are often cursed or otherwise unable to be "normalized"... I'd request that portion not be done please (at least for the hutblock content portion)
