In FFZ yes, but i couldn't find anything similar in 7TV but if there already is I sincerely apologize for posting this feature request.

It's a default Twitch feature and as far as I'm aware we do currently comply with this setting, please test this

Yes it is but first it only supports ALT and I prefer CTRL and second I think it's not possible to set CTRL(ALT) and scrolling together to pause chat.

In general it would be nice to have some customizeable hotkeys.
