Add `admin_bbox` function

The function country_bbox returns an ee.Geometry of a country but it would be better to have it where different admin levels can be select and not just by country. (See comment here). This can use the FAO GAUL dataset and allow users to specify level / name of admin bounds to filter which will be better for mapping smaller scale flood events vs the entire country.
