Settings icon should be able to close the settings page

Is your feature request related to a problem? Please describe. When we click on the settings icon on the nav. We open a new settings page. And to go back to the previous page I cannot click on the same settings button as of today. I need to click on the dashboard link on the header to go back. But this takes me to the home page.

Describe the solution you'd like We need to be able to open the settings and then close it using the same settings icon. This will reduce the number of operations the user needs to do to navigate back and also we need to make sure that we go to the same previous page rather than the homepage.
