Update BuildInstructions.md

Updated build instructions to include Fedora; and to delineate steps between Ubuntu/Debian and Fedora as well.

Open and welcome to accepting testers and further validation if my tests were insufficient. Really wanted to just expand it a bit beyond only Ubuntu/Debian/Linux Mint.

These instructions may also apply to Rocky Linux, Alma Linux, Red Hat Enterprise Linux... and perhaps OpenSUSE Tumbleweed abstractly
