Re-work command system with enum support.

The functionality is complete, but symbols are not implemented correctly and are mismatched. If someone could take a look at this, I haven't been able to figure it out.

I've included debug code that dumps the available command packet class that should hopefully help diagnose the issue, it will be removed before the PR is merged.
