Date format does not reflect browser settings

The time zone is correct (if we change the location in Chrome it changes). This issue is about the visible format of the date and time (i.e. the order of day and month, etc.).

We need to clarify the goals and check Chrome settings: Language? Time zone? Date format? Because the time value changes correctly according to the selected time zone in Chrome.
